A Local Expert on Gender Responsive Budgeting (GRB)

:Introduction

The Jordanian National Commission for Women (JNCW) was established as an independent national semi-governmental body by a decision of the Council of Ministers on 12/3/1992. This came to respond to the Jordanian women’s and society’s needs, and in compliance with Jordan's commitments and obligations it assumed in ratifying  the international conventions, treaties and action plans related to women, as well as in furtherance of the fourth objective of the JNCW on gender mainstreaming in national legislation, policies, plans, programs and budgets, and given the importance  of adopting a gender perspective in the formulation of policies, planning and budgeting of the state and budgets of institutions, considering the importance of disseminating the concept of gender responsive budgeting (GRB), and for the purpose of ensuring that Jordan would be among countries that are keen to institutionalize methodologies that seek to empower women and develop their conditions throughout the Kingdom.

The JNCW committed itself to the process of drafting, developing and implementing the Jordanian National Action Plan on UNSCR 1325 (JONAP), which was endorsed by the Jordanian government in December 2017 and formally launched it in March 2018 and the launch ceremony was held in February 2019.

 This demonstrated the commitment of the Hashemite Kingdom of Jordan to adopt and implement this resolution and marked the beginning of its application by the various security sectors, government institutions and civil society organizations.

Accordingly, JNCW, with the support of UN Women, will   hire a national Expert on Gender Responsive Budgeting (GRB), to provide technical support to three ministries to review their programs, projects, plans, indicators and budgets, identify existing gaps, and choosing the JONAP initiatives commensurate with the ministers' projects and plans to include them in the budgets of the concerned ministry later, as well as to work with the UN Women hired international senior expert and provide  technical advice and capacity-building to institutionalize gender responsive budgets and ensure that available resources are allocated for the implementation of the national plan

In addition, specialized training workshops will be held for budget analysts and sector managers in the General Budget Department (GBD), to enable them to review the budgets received from government ministries and institutions to ensure that they are consistent with national plans and the relevant ministry plan at the of planning and related indicators  in a gender-sensitive perspective in a practical and effective manner, which ensures gender mainstreaming to achieve institutional objectives and its conformity  with the national plans and sustainable development goals 2030 and Jordan's Vision 2025 and international conventions.

Assignment Objective:

National GRB expert will provide technical support to three ministries to review their programs, projects, plans, indicators and budgets, identify existing gaps, and choosing the JONAP initiatives commensurate with the ministers' projects and plans to include them in the budgets of the concerned ministry later. The national expert is expected to coordinate with the UN Women hired International GRB expert to provide  technical advice and capacity-building to institutionalize gender responsive budgets and ensure that available resources are allocated for the implementation of the national plan. In addition, specialized training workshops will be held for budget analysts and sector managers in the General Budget Department (GBD).

Key Duties and Responsibilities of the Expert:

The consultant is expected to carry out the following tasks, in cooperation and coordination with the partners (JNCW and the concerned persons in UN Women):

  1. raft and submit a work plan for the assignment, clarifying the working methodology with a clear time frame, in coordination with the international GRB expert for the assignment
  2. Coordinate with JNCW and GBD to select the relevant ministries to work with.
  3. Conduct desk review of the national policy documents and relevant existing reports:
    • The findings of the earlier evaluation reports
    • The strategic plans and indicators of the concerned ministries from a gender perspective.
    • The executive plans, project budgets and programs of the concerned ministries from a gender perspective.

The successful regional and international experiences.

  1. Conduct the gender budget analysis and develop the gender indicators for budget programmers (as pilot ones) in line with the JONAP. Three Ministries will be selected in consultations with the Ministry of Finance and JNCW. This task should be fulfilled in line with the national budgeting process and timeline. Share the progress of the work with the international GRB consultant. This task will be conducted through the following issues:
  • Identify gaps in information and data that appear during the desk review.
  • Holding meetings and interviews with relevant officials in the relevant ministries.
  • Conduct the gender budget analysis and develop the gender indicators for budget programmes of the relevant ministries. (as pilot ones) in line with the JONAP.
  • Choosing the JONAP initiatives commensurate with the ministers' projects and plans to include them in the budgets of the concerned ministry later.
  1. Coordinate the work with the international GRB consultant (hired by UN Women) to conduct the consultations and initial meetings with key stakeholders to estimate the entry points to conduct the gender budget analysis of one of the programmers of three Ministries.
  2. Review the methodology prepared by international GRB consultant for the capacity assessment of the JONAP’s key implementing partners, JNCW and Ministry of Finance on GRB methodology and its application through tailored made questioners. Provide national level expertise during the designing the assessment tools and conducting the analysis.
  3. Support the international consultant and provide relevant data and evidence to develop methodological recommendations on mechanisms for institutionalizing the implementation of the gender responsive budget, including the stages of preparing the budget in cooperation and coordination with the partners.
  4. Conduct the training for the budget analysts and sector managers in the Department of the General Budget, about 45 employees, (in order to involve the largest possible number of analysts and sector managers).  Each program requires two days training at 6 hours per day). The training will be based on the capacity needs assessment results conducted by the international GRB expert.
  5. Coordinate the work  with the Department of the General Budget for the implementation of tasks through JNCW and according as-needed-basis and updates.
  6. Provide technical support to the international trainer when conducting the awareness raising workshops on GRB and policy planning for Inter-Ministerial Committee on Women’s Empowerment (IMC)
  7. Draft final report on the implemented activities and submit to JNCW.
  8. Accomplish the above cited duties through cooperation and coordination with the international expert appointed by the UN Women for this purpose.

The Duties and Responsibilities of JNCW:

  1. Follow-up administrative and logistical matters.
  2. Coordinate the holding of workshops and securing the place of training and transportation.
  3. Fully supervise the implementation of the assignment and provide the expert with any observations.
  4. Follow-up and coordination regarding the mechanism of work in the ministries concerned.

Deliverables:

  1. A clear work plan showing how the assignment will be carried out and submitted to JNCW for endorsement.
  2. Conducting a training program for budget analysts and sector managers in the Department of the General Budget on gender analysis and mainstreaming it in programs, plans and budgets which includes the following:
  • Training course material and agenda in advance of conducting the training to be agreed upon the JNCW.
  • Preparing the final training report that includes the pre-and post-assessment and recommendations in addition to the supporting documents for the implementation of the trainings.
  1. Progress reports of at least three reports through the assignment duration in Arabic and English.
  2. Final report that contains an evaluation and an analytical study with recommendations in Arabic and English.
  3. Presentation on the findings of the study in Arabic and English.
  4. Present and discuss the findings of the study with the partners and stakeholders.

Required Experience and Competencies:

The required experience and competencies for the expert to carry out the assignment are listed below.  A detailed CV including all the experiences and details of projects related to this assignment implemented in the last 5 years has to be submitted:

  1. Minimum 5 years of experience in issues related to development, gender equality, human rights and women's rights.
  2. Minimum 3 years of  experience on gender responsive planning and budgeting
  3. Practical experience and deep knowledge in the areas of sustainable national development.
  4. Experience in data and information analysis skills.
  5. Experience in providing specialized training.
  6. High communication and networking skills, writing skills and delivering presentations to the concerned entities.
  7. Ability to effectively manage panel discussion and debates to achieve the objectives, document and identify results.
  1. Experience in working with a participatory methodology, leading and managing a team of experts in different disciplines, and employing computer skills and illustrations in accomplishing the assignment.
  1. Fluency in Arabic and English.

Assignment Duration:

 The implementation of this assignment  is expected to start from August 2019 (the duration of the assignment is 6 months from the date of signing the agreement, at an average of 105 working days).

الشروط العامة للعطاء:

  2. على مقدم العرض الالتزام بعرضه لمدة لا تقل عن 90 يوما" من وقت تسليم العرض.
  3. لجنة العطاءات غير مسؤولة عن أية أخطاء قد يرتكبها المناقص في وضع أسعاره وتعتبر هذه الأسعار نهائية وملزمة بمجرد فتح العروض .
  4. يلتزم المناقص المتقدم  للعطاء  تقديم كفالة دخول عطاء بنكية غير مشروطة صادرة عن بنك محلي أو شيك مصدق (شيك مدير) بنسبة 5% من قيمة العرض وتعاد عند انتهاء الغرض منها .
  5. يلتزم المناقص المحال عليه العطاء  تقديم كفالة حسن تنفيذ بنكية غير مشروطة صادرة عن بنك محلي أو شيك مصدق (شيك مدير) بنسبة 10% من قيمة العرض وتعاد عند انتهاء الغرض منها .
  6. للجنة العطاءات الحق في إلغاء أو تأجيل العطاء أو تمديد مدته أو إعادة طرحه أو تجزئته أو زيادة الكميات أو تقليلها بدون إبداء أية أسباب وبدون أن يكون للمناقصين الحق في مطالبتها بأي إيضاح أو تفسير أو تعويض.
  7. يلتزم المناقص الذي تم الإحالة عليه  بالتوقيع على قرار الإحالة  أو/ والاتفاقية ، خلال أسبوع عمل من تاريخ الإحالة كما يتحمل المحال عليه العطاء جميع النفقات القانونية المترتبة على قرار الإحالة من رسوم الطوابع وأية رسوم قد تتحقق وعليه دفعها إلى الجهات المعنية خلال عشرة أيام من تاريخ التبليغ .
  8. تقدم الأسعار بالدينار الأردني معفاة من الضريبة العامة على المبيعات .

9. لجنة العطاءات غير ملزمة بالإحالة على أقل الأسعار .
