Terms of Reference for the Development of the First Year Progress Report For the JONAP 1325

One of the key areas of work for the Jordanian National Commission for Women (JNCW) is to overseeing the implementation of the implementation of the Jordanian National Action Plan on UNSCR 1325 (JONAP), which was endorsed by the prime minister and the cabinet in December 2017 and formally launched it in a ceremony in March 2018.

It is based around four strategic goals, aiming to increase; (1) gender responsiveness and meaningful participation and leadership of women in the security sector and in peace operations, (2) participation of women in Prevention of Violent Extremism and in peacemaking, (3) gender sensitive services to refugee and Jordanian women, and (4) recognition of the benefits of gender equality and the role of women in Peace and Security. fruthermore, a log frame was designed with measurable indicators. (the applicatant can refer to JONAP document –www. women.jo )

As part of JNCW’s mandate is to follow the progress achieved since endorsement, JNCW plans to produce the first report for JONAP’s implementation considering all implementor bodies including but not limited to Security Sector Agencies such as Jordanian Armed Forces, General Directorate of Civil Defence, Public Security Directorate, and General Directorate of the Gendarmerie, government agencies and CSOS. In early 2019, JNCW has formed an M&E technical Working Group acting as focal points for reporting purposes.

JNCW is planning to aissign  an expert to drive forward action between various actors, to facilitate the data collection actions and to make sure it is upon the quality and realibility.

2- Main Objectives of Consulting Services :

 

The consultant will implement the following tasks:

  • Submit the methodology for drafting the JONAP annual report for 2019
  • Collect the inputs received by JNCW from JONAP Technical Working Group (TWG) and conduct desk review in line with the JONAP M&E framework
  • Conduct meetings with key national stakehoders if and when necessary to complement the data collection for the annual JONAP report
  • Facilitate the workshop with key JONAP Technical Working Group in order to support them in providing the inputs for the annual report and feed the annual report with results of the workshop
  • Develop a detailed framework of the implemented work done disgregated by sector and JONAG goals.
  • Incorporate the following sections in the annual report: the key results achieved on outcome and output levels, progress towards achieving the results and progress regarding the implementation of activities,  lessons learned and challenges, next steps and recommendations for further implementation .
  • Compare the actual progress with the planned outputs and initiatives.
  • Report on source of fund  recived by  the  different actors: (public finance, military and security sector, CSOs and donors.
  • Draft annual report  on the implementation of JONAP 1325  and submit draft report for review by JNCW and UN Women and incorporate the feedback and comments received
  • Present the draft report ot the JONAP Technical Working Group for the validation and incorporporate the results received in the report
  • Finalize the report based on the feedback and submit to JNCW and UN Women fore review
  • Present the final report to the JONAP Higher Steering Committee for its endorcement
  • Set an internal process for coming years that would facilitate JNCW role producing the coming annual progress reports on JONAP 1325 progress – and to be guided by the endorsed JONAP 1325 action plan logframe.

 

 

 

 

3. Assignments and time frame

 

The consultancy will be implemented within the period strating 25th Jan to 25th Mar 2020, the total workingdays are: 30 days.

4. Team Required Expertise:

The bidder, whether companies or individuals, should provide the required expertise below through a team of specialists and local expertise. Provide the a short CVs of the consultant reflect relevant experiences in the last 5 years, whether companies or individuals in the event of selection, and requires the provision of the following experiences:

Required qualifications

  1. Scientific qualification of at least a university degree in the field of development or any related fields, preferably holders of higher educational qualifications.
  2. Practical experience of at least 10 years in the preparation of strategies and monitoring evaluation report, assessment studies, qualitative and quantitative research, preparation of national and international reports, including experiences on gender issues, women's rights, gender equality and the ordanian National Action Plan for the Implementation of UN Security Council resolution 1325 on Women, Peace and Security 2018 - 2021
  3. High communication, networking, writing skills and presentation of visual presentations to the concerned parties.
  4. The ability to conduct seminars and dialogue effectively using innovative participatory methods and analyze the roles of stakeholders in various sectors, whether governmental, international or community, in order to serve the goals and document and determine the results.
  5. Computer skills and illustrations to accomplish the task.
  6.  Proficiency in Arabic and English speaking and writing.

5. Technical and financial supply requirements:

  • The bidder should submit two detailed technical and financial proposals according to this TOR as hard copies in Arabic or English.
  • Proposals should include but not limited to:

A. The technical offer must contain:

  1. Proposed methodology and work plan for the preparation of the assignment.
  2. Work plan, team management and the distribution of tasks and responsibilities among the proposed team members.
  3. Experts Bios and detailed CVs.
  4. A list of tasks and projects implemented in last five years include in at least the name of the project, date and duration of implementation.
  5. Previous reports / documents implemented.

B. The Financial offer must contain:

  1. Detailed financial offer in Jordanian Dinars
  2. Taking into consideration that all costs of the implementation of consultative and participatory workshops (logistics) will be covered by the Jordanian National Commission for Women.

8.  General Conditions of Tender:

  1. Offers should be submitted in a closed envelope, delivered by hand, bearing the number and subject of tender, and shall be delivered to the decision of the Tender Committee no later than 3:00 pm on Wednesday 15/5/2019 at: Jordan Hashemite Fund for Human Development - Madina Al Munawwarah Street Building No. 127 Tel: 5560741-06 Fax: 06-5551950
  2. The bidder should be obliged to submit the proposal  for a period not less than 90 days "from the time of delivery of the offer”.
  3. The Tenders Committee is not responsible for any errors that the bidder may make in setting its prices. These prices are considered final and binding upon opening the bids.
  4. The bidder should submit an unconditional bank tender offer issued by a local bank or (check) at a rate of 5% of the offer value and returned upon completion of the purpose.
  5. The tenderer assigned to tender must provide a bank guarantee of unconditional execution issued by a local bank or certified check (check ) at a rate of 10% of the offer value and returned upon completion of the purpose.
  6. The Tender Committee have the right to cancel or postpone the tender, extend its duration, re-issue or divide it, increase or reduce the quantities without giving any reasons, without the right to claim any explanation, explanation or compensation.
  7. The tenderer who has been referred shall sign the referral decision or the agreement within one working week from the date of the assignment. The assignee shall bear all the legal expenses resulting from the decision of the transfer from the stamp duty and any fees that may be realized and shall be paid to the concerned parties within ten days from Date of notification.
  8. Prices in Jordanian Dinars shall be exempted from the general sales tax.
  9. The Tenders Committee is not obliged to assign the lowest prices.

  12. على مقدم العرض الالتزام بعرضه لمدة لا تقل عن 90 يوما من وقت تسليم العرض .
  13. لجنة العطاءات غير مسؤولة عن أية أخطاء قد يرتكبها المناقص في وضع أسعاره وتعتبر هذه الأسعار نهائية وملزمة بمجرد فتح العروض .
  14. يلتزم المناقص المتقدم للعطاء تقديم كفالة دخول عطاء بنكية غير مشروطة صادرة عن بنك محلي أو شيك مصدق (شيك مدير) بقيمة 5% من قيمة العطاء وباسم الصندوق الاردني الهاشمي للتنمية البشرية  وتعاد عند انتهاء الغرض منها و سيتم استبعاد أي عرض غير ملتزم بتقديم كفالة دخول العطاء.
  15. يلتزم المناقص المحال عليه العطاء تقديم كفالة حسن تنفيذ بنكية بعد الاحالة غير مشروطة صادرة عن بنك محلي أو شيك مصدق (شيك مدير بقيمة 10% من قيمة الاحالة وتعاد عند انتهاء الغرض منها ).
  16. ان الحصول على موافقة أي جهات خارجية بخصوص تنفيذ أي بند أو بنود من العطاء تقع مسؤوليتها على المورد المحال عليه العطاء أصولياً فيما يتعلق في تنفيذه.
  17. للجنة العطاءات الحق في إلغاء أو تأجيل العطاء أو تمديد مدته أو إعادة طرحه أو تجزئته بدون إبداء أية أسباب وبدون أن يكون للمناقصين الحق في مطالبتها بأي إيضاح أو تفسير أو تعويض.
  18. تقدم الاسعار بالدينار الأردني معفاة من الضريبة العامة على المبيعات .
  19. على المتقدم للعطاء ارفاق صورة عن السجل التجاري داخل المغلف .
