The Jordanian National Commission for Women (JNCW) announces a Information Technology (IT) Specialist specified in the Terms of Reference (ToR). Unit: Administration and Finance Department Position Title: Information Technology (IT) Specialist- Fixed Term Direct Supervisor: Administration and Finance Manager/ Consultant Overall Purpose of the Position: The Information Technology (IT) Specialist will provide day-to-day technical support and systems administration for JNCW’s ICT environment during a critical institutional transition period. The role will support the stabilization and organization of JNCW’s IT systems, user devices, Microsoft 365 services, ICT documentation, information security arrangements, digital filing structures, and coordination with external service providers. The IT Specialist will also support the transition toward a managed ICT service model by preparing technical documentation, asset inventories, system configurations, user administration records, and handover materials required to ensure continuity, security, and effective management of JNCW’s digital environment. This is a technical and operational support role. The position does not hold managerial authority but provides technical input, coordination, documentation, and user support under the supervision of the Administration and Finance Manager Contract Type: Full-Time, Fixed-Term (4 Months) Duties and Responsibilities: 1. ICT Systems Administration and User Support: •Administer, maintain, and support JNCW's ICT infrastructure, systems, hardware, software, and network resources to ensure reliable and efficient operations. •Provide first- and second-line technical support to users by diagnosing and resolving hardware, software, connectivity, and system-related issues in a timely manner. •Install, configure, maintain, and update computers, printers, scanners, mobile devices, and other ICT equipment. •Manage user accounts, access rights, passwords, and permissions in accordance with approved policies and security requirements. •Configure and maintain email accounts, user devices, and software applications for new and existing staff. •Monitor the performance and availability of ICT systems and recommend corrective or preventive actions to minimize service disruptions. •Maintain an effective helpdesk support process and ensure that user requests and technical issues are properly recorded, monitored, and resolved. 2. Microsoft 365 Administration and Digital Workplace Support: •Administer and support Microsoft 365 services, including Exchange Online, Outlook, Microsoft Teams, SharePoint Online, OneDrive, and related applications. •Configure user accounts, licenses, shared mailboxes, security groups, permissions, and collaboration spaces within the Microsoft 365 environment. •Support the implementation and optimization of Microsoft 365 tools to strengthen communication, collaboration, document management, and information sharing across JNCW. •Provide technical guidance and user support on Microsoft 365 applications and digital collaboration tools. •Monitor Microsoft 365 service performance and recommend improvements to enhance usability, security, and operational efficiency. 3. Information Security and ICT Operations: •Support the implementation and maintenance of ICT security measures to safeguard JNCW's systems, networks, and information assets. •Monitor ICT systems for performance issues and security risks and implement or recommend appropriate corrective actions. •Implement and maintain user access controls, password management practices, endpoint protection, and multi-factor authentication in accordance with approved policies. •Support data backup, recovery, and business continuity arrangements to ensure the availability and integrity of organizational information. •Coordinate the installation of software updates, security patches, and system upgrades to maintain a secure and stable ICT environment. •Maintain appropriate records of ICT incidents, security events, and corrective actions. 4. ICT Systems Development, Documentation, and Institutional Readiness: •Contribute to the implementation and improvement of ICT systems and digital solutions that support JNCW's operational and institutional requirements. •Develop, maintain, and regularly update ICT documentation, including system configurations, network diagrams, ICT asset inventories, administrative credentials, user administration records, and standard operating procedures. •Support the organization and management of digital files, document repositories, and information structures to strengthen institutional knowledge management and records management practices. •Support the planning, implementation, testing, and verification of ICT migration and transition activities, including the deployment of Microsoft 365 services, migration of organizational data and email, and other approved digital solutions, while ensuring minimal disruption to JNCW's operations. •Ensure documented administrator access arrangements, securely stored and handed over only to authorized JNCW management in accordance with approved access and confidentiality procedures. •Ensure that ICT systems, documentation, and operational arrangements are maintained to support the continuity and effective management of JNCW's ICT environment. 5. ICT Coordination, Procurement, and Vendor Support: •Serve as JNCW's technical focal point for technical liaison and coordination with the Ministry of Digital Economy and Entrepreneurship, external ICT service providers, vendors, and other relevant stakeholders on matters related to ICT operations, digital services, system migration, and the implementation of approved technology initiatives. •Coordinate and support ICT transition activities, including Microsoft 365 implementation, system migration, testing, verification, and knowledge transfer, to ensure the effective implementation of JNCW's ICT operating model. •Coordinate with relevant internal units to plan, schedule, and implement ICT activities, ensuring that technical solutions effectively support JNCW's operational and business requirements. •Provide technical input into ICT procurement processes, including the preparation of technical specifications, review of technical proposals, verification and acceptance of ICT equipment and services, and coordination with suppliers during implementation. •Monitor warranties, software licenses, maintenance agreements, and ICT service contracts, and report issues requiring management attention. •Maintain accurate inventories of ICT equipment and recommend replacements, upgrades, or additional resources based on operational requirements. •Provide technical coordination and support, as needed, for JNCW’s website, domain, hosting, email configuration, and related digital platforms, in coordination with the relevant internal staff and external service providers. Content management and public communications remain the responsibility of the relevant program or communications staff. 6. User Capacity Building and Continuous Improvement: •Deliver user orientation and training on Microsoft 365 applications, ICT systems, cybersecurity awareness, and digital collaboration tools. •Develop user guidance materials and technical reference documents to promote the effective use of ICT systems. •Identify opportunities to improve ICT processes, user experience, system performance, and operational efficiency, and recommend practical solutions. •Perform any other ICT-related duties assigned by the Administration and Finance Manager that are consistent with the purpose of the position. Expected Deliverables: By the end of the assignment, the IT Specialist is expected to deliver the following, according to the illustrative timeline: Month 1: ICT assessment and stabilization: •Initial ICT assessment covering existing systems, devices, users, Microsoft 365 status, connectivity, software, licenses, security gaps, and urgent operational issues. •Updated ICT asset inventory, including laptops, desktops, printers, scanners, network devices, software, licenses, warranties, and assigned users. •ICT issue log and helpdesk tracking mechanism for recording and following up on user support requests. •Immediate corrective actions for urgent IT issues affecting business continuity. Month 2: Microsoft 365 and digital workplace setup: •Configured Microsoft 365 user accounts, licenses, groups, shared mailboxes, Teams, SharePoint, OneDrive, and access permissions. •Basic Microsoft 365 administration procedures documented. •Initial digital filing and document repository structure established in coordination with management. •User access controls, multi-factor authentication, and password practices reviewed and strengthened. Month 3: ICT procedures, security, and user support: •Standard operating procedures for user onboarding/offboarding, account management, equipment assignment, password reset, backup, software installation, and incident reporting. •Backup and recovery arrangements reviewed, documented, and tested where possible. •User orientation sessions delivered on Microsoft 365, cybersecurity awareness, digital filing, and basic IT procedures. •Technical guidance materials prepared for staff. Month 4: Handover and managed service readiness: •Complete ICT handover package, including asset inventory, system configurations, access arrangements, Microsoft 365 administration records, SOPs, outstanding issues, risks, recommendations, and vendor/service-provider information. •Technical readiness support for the transition to a managed ICT service model. •Final report summarizing completed work, remaining gaps, priority recommendations, and suggested next steps. Qualifications: Education:. Bachelor's degree in Information Technology, Computer Science, Information Systems, Network Engineering, or a related field. Experience: •Minimum of 3–5 years of relevant professional experience in ICT support, systems administration, network administration, or a related field. •Demonstrated experience in administering Microsoft 365 services, including Exchange Online, Microsoft Teams, SharePoint Online, OneDrive, and user administration. •Experience in installing, configuring, and maintaining ICT infrastructure, hardware, software, networks, and end-user devices. •Experience in providing technical support and troubleshooting hardware, software, network, and user-related issues. •Experience in implementing or supporting information security, backup and business continuity arrangements. •Experience in preparing technical documentation, ICT inventories, system configurations, and standard operating procedures. •Experience supporting ICT implementation or digital transformation projects and coordinating with external vendors or service providers is considered an asset. •Previous experience supporting public sector institutions, international organizations, or non-profit organizations is considered an asset. Knowledge and Skills: • Strong knowledge of Microsoft 365 administration, including Exchange Online, Microsoft Teams, SharePoint Online, OneDrive, and user account administration. • Microsoft 365, networking, cybersecurity, or IT support certifications are considered an asset, such as Microsoft 365 Fundamentals, Microsoft 365 Administrator, CompTIA Network+, CompTIA Security+, CCNA, or equivalent certifications. • Good understanding of Windows operating systems, computer hardware, networking principles, and endpoint management. •Knowledge of information security principles, user access management, endpoint protection, backup, and recovery practices. •Familiarity with ICT asset management, system documentation, and ICT operational procedures. •Ability to diagnose and resolve technical issues in a timely and systematic manner. •Strong analytical and problem-solving skills with the ability to identify practical and sustainable ICT solutions. •Ability to prepare clear technical documentation, user guidance materials, and operational procedures. •Strong organizational skills and the ability to manage multiple tasks and priorities effectively. •Ability to communicate technical concepts clearly to users with varying levels of technical knowledge. •Ability to work collaboratively with colleagues, external vendors, and service providers. •Commitment to professional integrity, confidentiality, accountability, and the secure handling of organizational information. •Excellent command of Arabic and good command of English, both written and spoken.
